Since 2014, the UNOPS Ethiopia multi-country office manages and coordinates the UNOPS activities in Ethiopia, as well as Sudan, South Sudan and Djibouti. The UNOPS Ethiopia multi-country office team is composed of more than 100 national and international women and men and offers a broad range of services such as infrastructure, procurement, project management, and financial and human resources management.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>Position Background<\/strong><\/p>\n<p>UNOPS strategy for Ethiopia Multi-Country Office is aimed at providing support to the Government and people of Ethiopia, Sudan, South Sudan and Djibouti through the delivery of projects and services in line with the governments\u2019 own priorities and also under the UN Delivery as One initiative. The UNOPS Ethiopia Multi-Country Office (ETMCO) has been established as an organizational mechanism to deliver a range of projects for which UNOPS has been appointed as the implementation agency. At present, UNOPS ETMC office is implementing and negotiating a number of projects in a range of sectors including infrastructure development, Procurement Support to Government Ministries and other UN agencies and\u00a0 HR support to UN agencies. The functional objective of UNOPS ETMCO is to deliver projects in an efficient and effective manner, to achieve the development outcomes sought by the Government of Ethiopia and the donor.<\/p>\n<p>&nbsp;<\/p>\n<p><strong>\u00a0Functional Responsibilities<\/strong><\/p>\n<p>Under the direct supervision of the Procurement Specialist, the\u00a0Procurement Senior Officer\u00a0shall perform the following duties including, but not limited to:<\/p>\n<ol>\n<li>Implementation of transactional procurement<\/li>\n<li>Management of procurement processes<\/li>\n<li>Implementation of sourcing strategy and e-procurement tools<\/li>\n<li>Team Management<\/li>\n<li>Facilitation of knowledge building and knowledge sharing<\/li>\n<\/ol>\n<p><strong>1. In close cooperation with the Project Managers, under the guidance of a Technical Supervisor, and reporting to the management on central issues related to procurement activities, implements operational strategies and manages procurement, contract, and sourcing transactions, actions and processes for goods, services, and works, focusing on achievement of the following results:<\/strong><\/p>\n<ul>\n<li>Full compliance of assigned procurement activities with UNOPS rules, regulations, policies and strategies; internal controls and client orientation.<\/li>\n<li>Implementation of the different steps of the procurement processes, including Pre-Purchasing: Strategy and Planning; Requirements Definition; Sourcing; Purchasing: Solicitation; Management of Submissions; Evaluation; Review and Award; Post Purchasing: Contract finalization and issuance; Logistics; and Contract Management.<\/li>\n<li>Implementation of strategic procurement for projects assigned in the Business Unit.<\/li>\n<li>Research undertaken and data provided for Business Unit\u2019s supply market intelligence and analysis.<\/li>\n<\/ul>\n<p><strong>2. Manages and guides\u00a0 procurement processes for a select group of technically complex goods, services within a given geographical area and\/or Business Unit, focusing on achievement of the following results:<\/strong><\/p>\n<ul>\n<li>Sustainability embedded along the procurement process.<\/li>\n<li>Timely and duly prepared procurement plans for projects and monitoring of their implementation.<\/li>\n<li>Establishment of Long Term Agreements (LTAs) and\/or service contracts and other instruments, when necessary, either through standard or emergency procurement procedures in compliance with the Procurement Policy.<\/li>\n<li>Implementation of proper monitoring and control of procurement processes including organization of RFQ, ITB or RFP, receipt of quotations, bids or proposals, their evaluation, negotiation of certain conditions of contracts in full compliance with UNOPS rules and regulation.<\/li>\n<li>Awards recommended based on UNOPS procurement rules and procedures.<\/li>\n<li>Management of procurement contracts, analysis of contract performance against agreed benchmarks and pre-established reporting mechanisms.<br \/>\nAdvice, remedial actions, or solutions to Programme Managers on procurement issues related to the procurement process and project cycle.<\/li>\n<\/ul>\n<p><strong>3. Implements sourcing strategy and e-procurement tools focusing on achievement of the following results:<\/strong><\/p>\n<ul>\n<li>Development and management of the rosters of suppliers.<\/li>\n<li>Utilization of-sourcing module in accordance with UNOPS Procurement Groups\u2019 goals and standards in this area.<\/li>\n<\/ul>\n<p><strong>4. Knowledge Building and Knowledge Sharing<\/strong><\/p>\n<ul>\n<li>Organize, facilitate and\/or deliver training and learning initiatives for Business Unit personnel on Procurement-related topics.<\/li>\n<li>Contribute to Procurement knowledge networks and communities of practice by providing collaborative synthesis of lessons learnt and dissemination of best practices in procurement.<\/li>\n<li>Collect feedback, ideas, and internal knowledge about processes and best practices and utilize productively.<\/li>\n<\/ul>\n<p><strong>5.Team Management<\/strong><\/p>\n<ul>\n<li>Facilitate the engagement and provision of high quality results and services of the team supervised through effective work planning, performance management, coaching, and promotion of learning and development.<\/li>\n<li>Provide oversight, ensuring compliance by team members with existing policies and best practices<\/li>\n<\/ul>\n<p><strong>IV. Impact of Results<\/strong><\/p>\n<p>The key results directly affect the overall efficiency of the relevant business unit\/s and project activities in procurement management, impacting the timely availability of effective goods and services for UNOPS\u2019 programmes.\u00a0 Timely, market-aware, and accountable delivery of goods and services, contribute to office performance, efficiency and client satisfaction, which promote the image and credibility of the team and office as an effective service provider in project services and management.\u00a0 This enhances UNOPS\u2019 competitive position as a partner of choice in sustainable development and project services in the country\/region served.<\/p>\n<p>&nbsp;<\/p>\n<p>Education\/Experience\/Language requirements<\/p>\n<p>Education:<\/p>\n<ul>\n<li>Advanced University Degree (Master\u2019s Degree) or equivalent in Purchasing, Supply Chain Management, Management, Business\/Public Administration or related field is required.<\/li>\n<li>A first-level university degree (Bachelor&#8217;s Degree) in combination with\u00a0 four (4) years experience\u00a0in Purchasing, Supply Chain Management, Management, Business\/Public Administration or related field may be accepted in lieu of the advanced university degree.<\/li>\n<\/ul>\n<p><strong>Certification:<\/strong><\/p>\n<ul>\n<li>CIPS and\/or other Procurement Practitioner Certification would be considered a significant asset.<\/li>\n<\/ul>\n<p><strong>Experience:<\/strong><\/p>\n<ul>\n<li>A minimum of two (2) years of relevant experience at the national or international level in procurement management is required.<\/li>\n<li>Experience in procuring requirements of significant complexity and value is desirable.<\/li>\n<li>Experience in\u00a0 UNOPS procurement work procedure &amp; system. with a range of stakeholders in developing and developed countries is added advantage.<\/li>\n<li>Experience in procuring high-value requirements(experience in establishing long-term supply contracts would be an advantage);<\/li>\n<li>Some experience in UN system organizations, preferably in a developing country, is desirable.<\/li>\n<\/ul>\n<p><strong>Skills<\/strong><\/p>\n<ul>\n<li>Contract Management one (1) year is required.<\/li>\n<li>Negotiation skill one (1) years is required<\/li>\n<li>Relationship Management Skills is an asset<\/li>\n<li>Experience\/knowledge of Google Suite products, especially google forms, sheets, docs and slides is an asset<\/li>\n<\/ul>\n<p><strong>Language Requirements:<\/strong><\/p>\n<ul>\n<li>Fluency in writing, reading and oral English is required<\/li>\n<\/ul>\n<p><strong>\u00a0Competencies<\/strong><\/p>\n<ul>\n<li>Treats all individuals with respect; responds sensitively to differences and encourages others to do the same.
