Associate Programme Monitoring Officer

Organizational Setting and Work Relationships

The Associate Programme Monitoring Officer may be based in HQ, field/regional bureau, reporting to and be guided by the Program Monitoring or Program Officer and may supervise a small team of local staff. S/he may receive indirect guidance from other sections and units relevant to the country programme(s) or to global quality assurance standards. UNHCR¿s Manual, UNHCR’s corporate and regional strategic priorities, operation plans and other relevant institutional rules and regulations will guide the work of the Associate Programme Monitoring Officer.

The Associate Programme Monitoring Officer will provide guidance and support on monitoring protection and solutions strategies and coordinate with the other sections/units to ensure harmonized monitoring approaches at all levels and throughout the UNHCR Operations Management Cycle.

The incumbent will work in line with the overall UNHCR directions which crucially require working with partners, including with persons of concern, governmental institutions and the private sector, ensuring that programme monitoring is approached as per UNHCR¿s Strategic Directions, Global Strategic Priorities (GSPs), Global Compact for Refugees (GCR), and corporate positions on SDGs. The incumbent is expected to have contacts within the Organization and outside the duty station, as well as with partners and other stakeholders related to programme monitoring. S/he is expected to work very closely with the Evaluation Colleagues. The incumbent is expected to work in line with the multi-functional team (MFT) approach as defined within the Program Chapter, ensuring the participation of relevant stakeholders in all phases of the Program Management Cycle.

Duties

– Support the development and implementation of UNHCR¿s system for monitoring protection and solutions strategies and results (impact, outcomes, outputs) in cooperation with relevant teams and promote a results

-based monitoring culture throughout the operation and the Operations Management Cycle.

– Support the development of Theories of Change and related Results Frameworks and the measurability of multi

-year protection and solutions strategies and annual plans. Support evaluation planning for Results Frameworks.

– Contribute to the development and implementation of monitoring plans across all implementation modalities (partnerships, direct implementation, and operational partners), ensuring consistency and coherence of UNHCR¿s monitoring activities and ownership of the Multi-Functional Teams.

– Support setting up monitoring systems and indicator tracking, guiding teams on data collection methodologies and sources, age, gender and diversity aggregation and data reporting and sharing based on agreed protocols and standards, in close collaboration with evaluation, data and IM staff.

– Support coherence on monitoring standards, plans, tools, indicators and resources across UNHCR and project partners and ensure that monitoring actions are grounded in protection and solutions principles and approaches.

– Support senior management on monitoring findings and possible course-correcting actions, keep track of management decisions and follow-up actions and communicate monitoring findings to key stakeholders.

– Cooperate and coordinate with partners and stakeholders to facilitate coherence of monitoring approaches and indicators across multi-partner initiatives and engage in UN fora on monitoring (UNSDCF, HRP, RRP etc.), ensuring coherence and avoiding gaps and overlaps.

– Guide and train UNHCR and partner staff in applying UNHCR¿s results-based management monitoring standards and procedures.

– Support processes to link monitoring to the operation¿s evaluation and risk management plan.

– Contribute actively to innovative solutions for monitoring and to UNHCR¿s global community of practice on monitoring, facilitating the exchange of lessons learned across countries and regions. – Perform other related duties as required.

Minimum Qualifications

Education & Professional Work Experience

Years of Experience / Degree Level For P2/NOB – 3 years relevant experience with Undergraduate degree; or 2 years relevant experience with Graduate degree; or 1 year relevant experience with Doctorate degree

Relevant Job Experience

Essential:

Demonstrated experience in programme monitoring including familiarization with the OMC and sound knowledge of Results Based-Management. Demonstrated experience in field operations, programme monitoring and sound knowledge on the centrality of protection in programming.

Desirable:

Demonstrated experience in coordination within an inter-agency context and other actors, in a refugee or humanitarian context. Sound experience in program monitoring training and capacity building activities.

Operational context

Occupational Safety and Health Considerations:
Nature of Position:
Under the direct supervision of the Programme Officer, the incumbent will work closely with relevant functional units and provide dedicated support to Multi-Year Livelihoods and Economic Inclusion Programme in the Somali Region of Ethiopia.

The UNHCR operation in Melkadida is managing a complex protracted humanitarian response amidst a severe ongoing drought emergency that is complicating the displacement context in both the country of asylum (Ethiopia) and origin (Somalia). Due to insecurity, often compounded by famine and climatic shocks in Somalia, over 205,000 refugees fled Somalia to Ethiopia and are currently hosted in five refugee camps in the Dollo Ado and Bokolmayo districts (Melkadida; Kobe; Bokolmayo; Buramino; Helaweyn). The Sub-office also responds to an internal displacement situation with over 648,000 individuals internally displaced across the Area of Operation due to drought, intercommunal conflict and the threat of Al-Shabaab.

Overall, while providing life-saving emergency response support under the internal Level-II emergency for the drought response in the Horn of Africa, UNHCR prioritizes sustainable and results-oriented approaches that seek to strengthen protection by promoting equitable and inclusive socio-economic development opportunities for refugees, other forcibly displaced persons and host communities. Ethiopia is home to second largest refugee population in Africa and currently hosts over 920,000 registered refugees and asylum seekers from South Sudan, Somalia, Sudan, Eritrea and Yemen. The refugee population covered by Sub Office Melkadida is from Somalia and the second biggest refugee situation in the country. The operation works through a broad array of partnerships. Engagements comprise humanitarian, development and private sector actors; currently pioneering transformative and market-based approaches aimed at building sustainable value chains in the remote refugee hosting area.

 

UNHCR works with government counterparts, including regional and local authorities as well as the Refugees & Returnees Services (RRS) in operationalizing the Global Compact on Refugees; as well as multi-year programmes linked to UNHCR Ethiopia’s Multi Year Strategy and new Results-Based Management Framework. To this end the operation works through a broad array of partnerships aimed at strengthening protection and solutions for persons of concern. These engagements comprise humanitarian, development and private sector actors; currently pioneering transformative and market-based approaches aimed at supporting sustainable value-chains in the remote refugee hosting area. Key strategic partners include the IKEA Foundation. The staff is expected to lead and support results-based programming, programme monitoring and external evaluations, including but not limited to the support provided by the IKEA Foundation.

Sub office Melkadida is located in the Somali region, where there are currently two UNHCR operations catering to Somali refugees – Jigjiga and Melkadida. In terms of staffing, there are currently (Dec 2022) 18 international staff and 81 national staff at Sub-Office Melkadida, with a variety of different contractual statuses (99 in total).

Living and Working Conditions:
Accommodation will be provided by the Sub-Office Melkadida with a monthly rental charge of about $582. All staff living in the UNHCR provided accommodation must pay their accommodation in accordance with the UNHCR Policy of UNHCR Provided Accommodation in the Field issued under the IOM/FOM 020/021/2012 dated 28 Feb 2012 as well as the Administrative Instruction on the Measures in Support of Personnel in High-Risk Duty Station (Non-Family Duty Stations Where Danger Pay Applied), UNHCR/AI/2018/11 dated 15 August 2018.

Most accommodations are fully furnished, with a single room and living room with an open kitchen. They include their own duvet bed and bed sheet, private bathrooms, desk, AC, lamp and closet. WIFI is available across the compound and in most of the apartments a private residential WIFI. Transportation in and out of Melkadida is usually by UNHAS flights directly to Addis. Due to road insecurity, road travel to Addis is not advised as it takes two days. Only under unavoidable circumstances is it authorized.

Given the remote nature of the duty station, there are very few items that can be purchased in Melkadida, particularly food items and other personal items that staff may need. It is therefore advised that you bring such items with you. Food provision in the area is limited, with very few vegetables, it is advisable to carry your own food/ food supplements. Cleaning services take place from Monday to Friday.

A laundry room in the compound is available from 7:30 am until 6pm with a laundry attendant who cleans only UNHCR beddings. All staff are advised to do their own laundry or pay a cleaner for the service. There are 2 canteens available within the compound, Canteen A and Canteen B and all personnel are required to pay for their meals in advance. There are a variety of recreational facilities within the compound, these include a fitness center (gym) games ground (volleyball and basketball) and a relaxation center.

According to the UN Security Level System, which ranks security levels from 1 (minimum risk) to 6 (very high risk), Melkadida is classified as Moderate Level 3. UN Somali Region Minimum Operating Security Standards require a curfew for UN staff from 5pm (for vehicles) and 7pm (on foot), except in the case of emergency. Security Briefing is mandatory upon arrival. The weather condition is hot throughout the year.
