Responsible for the day-to-day financial operations at the Country Office level; implementing CARE International’s financial systems to provide effective support to the Country Office. He/she plans, directs, and is responsible for providing quality financial services to all projects, units, and staff in the CO
Responsibilities
- Team Leadership and Functional Management- Day to day management, supervision and mentoring of the finance team to support Hum scale up financial management support, ensuring clear roles and responsibilities in the finance team.
- Policies, Procedures & Systems- be conversant with Government, CARE, various donor policies and ensure strict compliance of the same; Manage PS set up and workflow issues in liaison with SSC and ensure fast track finance procedures are activated during the scale up.
- Budgeting and Forecasting- Review and sign off on or donor proposal budgets during humanitarian scale up, prepare emergency response master budget for the CO, and ensure fair share SPC recovery in donor budgets
- Awards & Sub Awards Management- Facilitate Fasttrack awards and subaward management processes ensuring full compliance with Donor requirements, CARE International policies & the host country laws.
- Risk management-Play a key role in design and implementation financial and risk management system for cash and voucher assistance program.
- Capacity Building – Manage the emergency Fastrack procedures on partner selection, Due Diligence. Build the capacity of CARE Staff and Implementing Partners to manage financial resources according to good accounting practice and in compliance with Donor & CARE International standards.
Qualifications
- Bachelor’s Degree in accounting, Finance or Business Management or related field.
- Fully Certified Public Accountant (CPA and / or ACCA registered with local accounting bodies.
- 5 years’ experience in a similar role.
- Team player- proven experience of working as an integrated team player working with diverse teams in country
- Quick decision-making capability, highly paced in terms of delivery, spotting gaps, being proactive and not waiting to be directed etc.
- Working with minimal, no supervision and therefore recognizing in that ambiguity who to reach out to, ask for help and not keep going and getting stuck.
- Willing to work in an emergency setting and in locations that have minimal, no infrastructure, be prepared to work long hours.
- Working experience on PEOPLESOFT system managing the End-to-End processes relevant to their roles.
- Excellent planning, negotiation, and communication skills – ability to adapt or change priorities according to the changing demands of the job.
- Good understanding of various donor policies and procedures relevant to the operations.
- Ability to quickly grasp applicable host country requirements.
- Excellent facilitation skills to conduct trainings for different target groups.
