Byucksan Power Co., Ltd is a South Korean Consulting Company that is now working on different Electrical projects with Ethiopian Electrical Power (EEP) and Ethiopian Electrical Utility (EEU). We would like to hire highly qualified professionals in the following fields for our projects.

Job Requirements

Qualification

  • Have a degree in electrical engineering
  • Have preferably 4 years of experience working in development/rehabilitation of transmission lines, substations, and grid systems.
  • Experience in African environment is desired.

For Transmission Line Electrical Engineer

  • The engineer must be highly qualified for design, supervision, and implementation of the project, and for that purpose should submit evidence of previous experience in works associated with design, supervision, and construction management of similar nature (experience in construction of new power transmission-substation projects) and specifically of projects located in Africa.
  • All supervision staff should have adequate experience similar to the Project area. In addition, it is required that all field personnel be proficient in international communication skills.
  • All Project site supervision and design key staffs should have not less than 4 years of experience in similar Projects.
  • Confirm site reconnaissance and requisite surveys to collect data/information for feasibility study level design.
  • Review bill of quantities and cost estimates, separating foreign exchange and local currency cost prepare a list of materials, equipment, and works necessary to implement the projects.
  • Coordinate with Procurement/Contract Specialist on project implementation schedule and procurement arrangements in accordance with ADB’s Guidelines on Procurement.
  • Review engineering designs and technical specification of transmission lines, including towers, conductors, insulators, ground wires, etc. in accordance with relevant technical standards, prepare engineering designs and technical specification of projects in accordance with relevant technical standards.
  • This position is responsible for front line supervision, planning and coordinating construction and erection activities of project.
  • The Specialist would certify and undertake project and field works including project implementation plan proposed by the turnkey contractor, project security plan proposed by the contractor, review of overhead transmission line design, OPGW-Design, installation, testing and commissioning of 220kV line, installation of EHV/HV-OHLs, route survey and route approval procedures with related authorities, Interface coordination with all related disciplines.
  • The Specialist would review and certify tower type tests, factory acceptance tests, site acceptance tests & commissioning, and guiding site supervisory staff of all disciplines to ensure safety, quality and progress of the project.
  • The Specialist would certify any change in Bill of Quantities of the work of turnkey contractor, advise optimum and cost-effective solutions so that the project is completed within specified time and funds.
  • Review and update preliminary project cost estimates, list of materials, equipment, and works necessary to implement the projects, and, based on the results of detailed design undertaken by the turnkey contractor.
  • Coordinate and supervise the design, specification, evaluation, purchase and maintenance of computer and electronic control systems, advanced instrumentation, and man-machine interface concepts of line assets.
  • Ensure that technical standards applicable for the project transmission system and Regulations on Grid Connectivity, Metering, Construction of Electrical Plants and Electric Lines, and Grid Standards and Safety are adhered to. It is assumed that a project of this scope would normally follow international standards, and the National Grid Code. ISO recommendations shall govern the quality of project components, including design, engineering, and equipment fabrication, testing and commissioning.
  • It will be necessary to take into account the need for compatibility with the National Grid.
  • Prepare detailed project implementation schedules showing anticipated progress of works and expenditures for each contract package and taking into account seasonal climatic conditions, prepare engineering drawings and other documentation for the projects following ADB’s Guidelines for Procurement and Standard Bidding Documents.
  • Provide working supervision, leadership, and technical oversight to consulting team and the Client on transmission asset management and transmission protection.
  • Review of current maintenance standards and procedures and define new maintenance strategies to progress from fault maintenance to planned maintenance with an emphasis on prevention.
  • Define new maintenance strategies priming on condition-based maintenance and maintenance standards
  • Define new maintenance procedures to back up the strategic progression from fault maintenance to planned maintenance and condition-based maintenance.
  • Provide on the job training (OJT) to counterpart engineer on field of expertise.
  • Provide input on the field of responsibility to inception, interim, draft final and other reports.

For Substation Electrical Engineer

  • The engineer must be highly qualified for design, supervision, and implementation of the project, and for that purpose should submit evidence of previous experience in works associated with design, supervision, and construction management of similar nature (experience in construction of new power transmission-substation projects) and specifically of projects located in Africa.
  • All supervision staff should have adequate experience similar to the Project area. In addition, it is required that all field personnel be proficient in international communication skills.
  • All Project site supervision and design key staffs should have not less than 4 years of experience in similar Projects.
  • Have proven experience and detailed knowledge of cable technology and its application in electricity transmission systems (e.g., oil-filled, MI, XLPE) including cable ratings.
  • Have broad knowledge of transmission technologies and a good understanding of how these technologies influence the operation and performance of the transmission system.
  • Have proven experience of promoting the introduction of appropriate new technology and techniques associated within area of expertise.
  • Have experience in preparation of formal technical documents, e.g., technical/work specifications, processes or procedures, technical guidance notes.
  • Have good working knowledge and understanding of how transmission technologies particularly cables are managed across their life cycles.
  • Have working knowledge of electrical substation facilities and preparation of design for an assigned system including analysis, calculations, research, selection, layout, etc., necessary to develop required design documents.
  • Have good understanding of asset degradation modes and failure mechanisms, the potential consequences of asset failure and how these influence asset management processes.
  • Be familiar with international standards relating to area of expertise.
  • Coordinate concept project activities and risks associated with HVAC systems by owning all aspects of delivery and creating an environment of accountability for performance and results. Ensure use of new and improved technology in cable projects ensuring an appropriate balance between cost, risk and performance to optimize whole-life value.
  • Act as the technical lead for cable technology, developing/providing the technical policy, specification, and application guidance. Undertake risk assessments of cable technology/design to recommend project decisions in the transmission line projects.
  • Prepare design materials for basic design assignments.
  • Review and update preliminary cost estimates, prepare a list of materials, equipment, and works necessary to implement the subprojects, and, based on the result of the route survey, prepare a transmission line route.
  • Undertake relay protection and control engineering with detailed design and setting for high voltage substation and transmission up to 400kV.
  • Prepare basic concept with regard to protection and telecommunication Identify areas of conflict between system requirements and designed protective schemes and recommend corrective action.
